Burning calories forces your body to access energy stored in the form of fat. If you eat more calories than you burn, then of course you will not lose weight and fat from the body. Even if you workout for a good amount of time in the gym and consume the same amount of calories as soon as it is depleted, it will be stored as triglycerides in the body.
